Why do the largest third parties in the USA, in the Greens and Libertarians, focus so hard on the Presidency instead of ground-level lower level offices to build themselves?

I've never understood this. They have virtually no local, county, or state level offices. Wouldn't it make more sense to build a movement from the bottom up? If you can get them controlling, say, 5%, 10% or even 15% of city councils, mayorships, state legislatures, and governor…
